It's a typo, Bolt isn't actually at +2 in that calc, it still kills at +/-0. I still think it's odd you expect for Raging Bolt to be chipped and Ogerpon to manage to get +2 at the same time, even if you want to argue its easy to get Pon +2, I don't think it's reasonable to keep adding on things...
