What is it about the adjacent values part that confuses you? When you click on adjacent values and put in the range of seconds (which can only be one) and then the range of delays (probably 8 or so in each direction) will gives you the IVs of the Pokemon that will be hatched at each of those delays. So, if you're shooting for 596 and you find that your IVs on the hatched Pokemon are off, you can look at 594, 598, etc.. and you'll probably find the matching IVs. This tells you that you either need to speed up your tapping (if you are under your target delay) or slow down (if you are above). If the IVs of the hatched Pokemon are not even on the list, then that means one of the NPCs moved (which happens all the time... I've been RNGing the IVs of a Pokemon for the last hour and half and haven't gotten the NPCs to sit still yet).
