Is V-Create Victini an event? If so, would you mind if I injected it into BW emulator? And what nature?

Working on Victini right now. Just got done with Jolly but I'm waiting for RNGR to give me more spreads lol. Do you mind the Victini being Japanese? I went for Jap because of the event moves it gets. V-Create can also be gotten for English events, but Bolt Strike, Blue Flare and Glaciate are kinda amazing.

And it's ok, Japanese Victini is ok. Can you trade next weekend? My friend has my 3DS, he is gonna fix it because it is broken.
