I talked to IRC about it, since MAgic Guard in the NDA didn't say it prevents rough skin then it doesn't

It prevents all types of Recoil, please check in Showdown.

I did check but I also asked on chatroom bout this and they said since Magic Guard doesn't say it prevents rough skin in nda spreadsheet, the user takes rough skin damage
