the whole decoy idea seemed pretty pointless except as a twist to the movie. Like why would he need to lie to his own League? It would make sense if Ken Watanabe was Ra's, then died, and then Liam Neeson (who already had a real name, Henri Ducard) inherited the name. They already stated the name is passed down to make it seem that Ra's al Ghul is immortal. Plus that solves the fact that he is Irish rather than Arabic, and also makes him a Legend and parallel to Batman.

Theatricality and deception? That's the idea supporting decoy.

But to become more than just a man supports the idea that ra's al ghul is an immortal title

Except ras al ghul was never asian and looks sort of like liam neeson

Yeah, Ra's al Ghul was Arabic in the comics right? Ken wasn't the original Ra's anyway. Liam Neeson mentions a bunch of things from hundreds of years ago, like that they perpetuated the plague, took down Rome, etc.

So could be maybe the first Ra's al Ghul was an actual Arab with that actual name. Makes sense because the Arab world has a long history with Europe. And then he founded the league and the name got passed down, eventually to Ken and then later Liam (aka Henri Ducard, his birth name).
