[OVERVIEW]

*Abra has a high special stat which means not only it can attack but also defend effectively
*Because of it's nice psychic typing and since bug moves aren't that common Abra doesn't have a
counter type wise.
*Second fastest pokemon in the tier only Voltorb outspeeding it.

Since Abra's move pool is not as useful as it's evolved counter part Alakazam and it not being able to learn Recover this is what we are left.We are left with a mixed bag.Psychic is the only attack you need because nothing resists psychic type moves besides other psychic types in gen 1.Reflect is there only because of physical attackers.It's defense is 10...if your defense it 10 and your name is not Chansey then you need to carry reflect or pretty much every physical attacker is going to 1 shot you.Counter can be used if Reflect was setup before hand so you can take a hit and then deal it back.Thunder Wave is going to slow down some pokemon even if you are faster than them.It can be really helpful with the paralysis.

Other Options

Seismic Toss can be used but the thing is that LC doesn't really have bulky things.Probably the closest thing to a bulky pokemon in LC is Slowpoke with it's let's say ok defense and hp.It's special is pretty bad but it has amnesia to make up for that.Flash could also be used to make the opponent miss some more than usual but the thing is Abra's special is already that high and with Psychic stab you don't really want to make the opponent miss at random especially if the opponent is running Swift which never EVER misses.It can be beneficial but most of the times it isn't.

Checks and Counters

Rhyhorn can take 2 hits from Abra's psychic and 1 shot it if
carrying earthquake and it most likely will because it's stab and alsobecause of Abra's poor defense.

Voltorb can 1 shot it if carrying Explosion while outspeeding Abra
and being able to take 2 psychics from it so you can freely switch
into Voltorb not worrying getting 1 shot.
 
The only way RBY LC's a cart-legal format (so, one we could feature at some point on PS) is with GSC Tradebacks, since there's no breeding in Gen 1. That changes things pretty drastically, as Abra picks up the elemental punches. It goes from a pretty mediocre Pokemon to one of the top offensive threats. You're forgetting the best RBY LC 'mon, Tradebacks or not: Diglett. It also outspeeds Abra and 2HKOes (even if Abra sets up a Reflect on the first EQ), OHKOes with a crit. Abra has a slim chance of OHKOing Diglett with Ice Punch in Tradebacks, at least, but it's more likely that Diglett will just be coming in to safely revenge kill (or on a predicted Twave / TPunch from) an already weakened Abra. Really, battering down Abra with equally fast or faster mons is a good bet at taking it out. Ponyta, for instance, speed ties, can sleep Abra, go for the Agility + Fire Spin, or just straight up 2HKO, which is all Abra can really do back. Your own Abra can also keep Abra in check. They wall themselves and can't afford to eat TWave.

Slowpoke's not the only bulky mon in the format. You mentioned Rhyhorn, but Exeggcute's also notable, especially since not even Ice Punch OHKOes without a crit while it can threaten sleep or an OHKO back with Explosion. Probably the best Abra check in the format is Drowzee, though. Abra can't touch it, so it easily Amnesias into a tank. Nothing runs Swift, which is incredibly niche and otherwise just a super weak move, so not sure why that's brought up as a problem. Abra's kind of unimpressive in non-Tradebacks (hacked) LC, so you're overselling it a bit as is.

Anyway, I'm unfortunately gonna have to lock this. You should get more experience with the format before attempting to write an analysis for it.
