Funnily enough, while many jokes about why phione exists, it actually gains a significant buff this gen:
Flip Turn and Take Heart are significant buffs to it, the former gives momentum and ladder giving sweeping potential
Pros:
-Water Typing is good defensively
-Take Heart, a Calm Mind clone that also packs refresh give great sweeping potential
Cons:
-You are using a mono base stat 80 pokemon over literally every other pure water type, and it is incredibly hard to distinguish between them
-80/80/80 isn't bad bulk, but is moderate at best, and 80/80 offenses are straight up meagre
-Why can't this use eviolite bro? If it could it could at least there is use for it's bulk in a lower tier
Tera Potential (Not actually having any potential lol)
-Fairy: Naturally good defensive typing to help set ups (And boost Dazzling Gleam I suppose...)
-Grass: Boost Grass Moves and give a solid defensive type, complementing water well

Take Heart is the only literal reason to use Phione. Being Calm Mind and Refresh at once, status doesn't answer it. Unfortunately You don't necessarily need to use a status move to defeat phione, it is so weak and middling bulk means that there is 0 reason to use it over any other water type. It's 'evolution' Manaphy had 20+ base stat on everything, have tail glow a.k.a broken boosting move and can also use take heart sets which is much more dangerous. It is even worse that since phione can't even get up Take Hearts before being 2HKOed since it is not fast. Just use the aforementioned Manaphy, or any halfway decent water like Milotic, Vaporeon or even quilfish. There is just no reason to use it.
Other Options: No.
Conclusion: Use Manaphy. Or Milotic. Or Vaporeon. Don't use Phione.
