[OVERVIEW]
Pikachu-S, unlike Eevee-S, doesn't have any significant niche in the meta. While it has good Speed, a great priority move in Zippy Zap, a powerful STAB attack, and good coverage in Splishy Splash and Floaty Fall, its other stats leave it unable to leave a mark. It severely lacks power due to the lack of items, most importantly Light Ball, and is too frail to take even a single hit from many of the top Pokemon in the metagame. Due to these issues, Pikachu-S is generally outclassed by options such as Zapdos, Electrode, and other priority users, as well as other niche options such as Jolteon, which provides more power with an even better Speed tier.
[SET]
Name: Standard Attacker
move 1: Thunderbolt
move 2: Zippy Zap
move 3: Splishy Splash
move 4: Floaty Fall / Calm Mind
nature: Naive
[SET COMMENTS]
Thunderbolt is Pikachu-S's most spammable STAB attack. Zippy Zap lets it pick off significantly weakened threats such as Mega Aerodactyl, Mega Alakazam and Mega Beedrill. Splishy Splash and Floaty Fall let Pikachu-S hit common Electric-type answers such as Rhydon, Nidoqueen, Alolan Dugtrio, and Mega Venusaur for super effective damage, as well as spreading paralysis decently well; however, only Rhydon is OHKOed by any of these, and it is the only relevant Pokemon Pikachu-S can reliably OHKO at all. Alternately, Calm Mind lets Pikachu-S at least leave a dent in otherwise impassable answers like Mew. A Naive nature is used to let Pikachu-S outpace Alolan Dugtrio and Starmie without sacrificing any power that it so direly needs.
