Ting-Lu is a check. While it lacks reliable recovery, Ting-Lu is so disgustingly fat that, despite having multiple ways to hit it super-effectively, Deoxys has to Terastalize to even 2HKO it, assuming Ting-Lu hasn't done so itself, and even then, the damage rolls have to be in its favor. In return, Ting-Lu can threaten a 2HKO with Earthquake, phaze Deoxys out, or set up hazards.
