I just tried using Chatter 200 times against various Pokémon seen East of Survival Area, and it confused 0 times! I'm not quite sure if I have tested enough (I've never tested moves before), but I would think that would do something after 200 tries. I was using the default cry, as well. I guess we should leave Chatter for those who can look at the coding, as you said.Exactly, but maybe Chatter does not maximize at 100% confusion rate after all.
