I stick with the design of my first sentence, but I guess the "that is" part of the sentence isn't as implied as I had hoped. If my entry wins and Rising_Dusk so pleases, he may edit that part. I will leave the fragment vs passive argument alone as I was never terribly great at grammar.

I assume it would be better as such:

Temperantia
Necturna, the Essence Pokemon

Black: A Pokemon that is said to be able to communicate with spirits. When in the location of a past tragedy, it weeps.
White: This Pokemon has the ability to speak to spirits. Necturna are said to have a harder time trusting the living than the dead.

I'm not too fond with the idea of a Pokemon being able to channel spirits and such stuff like that. Another part that really turned me off was the fact that some of these entries tried to make this amazingly elegant Pokemon as morbid as possible. Overall though I really like Mos-Quitoxe's the best since it uses elements that reflect on both its Grass and Ghost typing. Great job everybody! :D
