With competitive polls, normally the top 3 move on if a single option does not have the majority. However, this rule was made for slates of 6-8 in size, whereas here we only have 5 (and historically concept slates have been allowed to be smaller, so this isn't a real problem). Granted that this slate was smaller than 6, and that the third place option polled drastically lower than the first 2, I am going to make the decision that only the top 2 move on.
