I think I will take Captain's suggestion and change for 81 HP/70 Atk/100 Def/90 Satk/110 SpD/110 Spe. It's very balanced with a 0.0 rating, hitting the borderline between attack and defense. -18.1 bias to special, but that's pretty helpful anyways.

It's still going to be bulky, yet it will actually outspeed some nifty stuff like Fidgit as well. With this it can avoid encores from Fidgit that try to switch in on this guy's electric move. Furthermore it will tie with Latias and Gengar as well as outspeed Infernape.

As for this thing looking similar to Latias, I honestly think it's typing is reason enough to differentiate this thing from Latias. Notable things that threaten Latias such as Scizor will have no business with CaP8, which is something very valuable to have.

Furthermore, it also has a Ghost neutrality, meaning it will deal with Rotom differently. I am not afraid of this thing looking a bit like Latias, because that typing will make it play differently.

As for arguments about "Speed will make it too much like a sweeper that tries to outspeed things," the thing is that Speed is very important, and the reason why you would try to outspeed something is because it is a beneficial stat, something more important than even it's defenses. Outspeeding something could mean setting up screens before your opponent to prevent to take less damage, or crippling your foes first before they sweep your team. In this case, speed is very important, and it is a stat that shouldn't be neglected simply because it's supposed to be bulky, which isn't even an argument anyways. Bulky simply means to take an attack, which it already can. Speed, as I've said before, works for both Offense and Defense, which is why I oppose low speed stats in this case.

There is no doubt that Speed is beneficial, and this is why I'm supporting this. I'm not even going to go for base 80-90 range, because Speed for this pokemon would be very helpful. I hope people can realize this.
I really like Plus' spread, for all the reasons he explained. I think high speed would be a big help for this pokemon, since we are not making it an offensive powerhouse.

What about 95/76/109/90/80/105? It's physically defensive, has decent special attack, and has good speed... oh wait we've done that with Fidgit. So my question is: why do something we've already done, i.e. a fast tank? It isn't exploring anything in particular when we've done it before.

I'm gonna support Tennis on this one. No doubt a defensive Pokémon could benefit from a high speed - Lugia is a testament of how a tank can put a good speed to use - but I think we have done this already. Almost all the recent CAPs have had a pretty high speed. Fidgit had 105. Stratagem had a whopping 130. Arghonaut, despite not being fast, sports a decent 75, which is more than many bulky waters like Swampert. And Kitsunoh got 110. We do not need to make every CAP we produce as quick as we can.

It can still be a decent mixed attacker and can become somewhat surprising with Choice Scarf, so making this have lower Speed can make it more surprising in terms of sweeping under Trick Room, outspeeding common counters and threats, etc.

That looks good, but could you do some damage calcs so I can see what it could do?

110 HP: Maxs out at 424, so people can get those 101 subs without pouring a full 252 EVs into HP

75 Atk: Still workable with moves like Outrage and Volt Tackle, but not over powered. Could run a Mixed set.

115 Def: Max Defense allows CAP8 to withstand an EQ from Max Atk Adamant CB Tryanitar taking 56.60%-66.98%

85 SpAtk: Respectable 295 max

90 SpDef: Everyone is giving this guy so much Spdef when it's more likely to see SE hits on the Physical side. Take a look:

I like this one too, but, is it really impossible to enhance SP Atk a bit? I think 95 is still a bit low for a tank, especially since you will not be able to pump it with EV that much, if you want to retain the bulkyness

I disagree with this entire line of logic. What is it that makes Hippowdon, Skarmory, Rotom-A, or anything else qualify as "bulky?" Investment. 1 Base Stat points is worth 8 EVs. Essentially your investment constitutes a value of 63.5 Base Stat points. BSR doesn't account for that. In an EV-adjusted pokemon, standard Hippowdon would have 139 HP/149 Defense (this discounts nature, which would put Hippowdon at a whopping 166 Base Defense). As it stands a fully offensive spread with your stats would have 303 HP and 236 Defense. Call me skeptical but that does not count as "bulky" in my book.

To even attempt a competent level of damage and outspeed the things you are talking about outspeeding you need 252 SA and 252 Spe EVs, and likely a +Spe Nature. I tried a balanced spread for Quite Good that had better SA than yours and the defensive spread still did miserable damage with just Nature + 4 EVs. Very Good does allow for more leeway in this regard, but really that speed presents a very stark choice: Outspeed metagame threats and be able to competently damage them or focus on defenses, do little damage, and be forced into mediocrity. It's like Fidgit v2, but without all of Fidgit's perks vis-a-vis hazards, immunities, etc.

In short Speed =/= Defense, with the sole exception of Dual Screeners provided the screen they put up is relevant to the opponent's attack. We already have 138634797 Dual-Screeners, Latias, Pyroak, and Fidgit being among them. Do we really need yet another pokemon that spends half its moveslots and all its time Dual Screening? We've seen Dual Screening done before and it works, which is why there's so damn many of them.

Don't we have several examples of UU pokemon with great speed and mediocre offenses? Most of what I said re: Kitsunoh's coverage in CAP7 applies here. There are many, many pokemon with mediocre attack and great speed that have never made it to OU. I will grant that none of these pokemon have the kind of generic defenses yours possess, but then most of the pokemon I'm thinking of (Tauros, Ampipom, Mismagius, Manectric) had more Atk/SA.

Actually come to think of it your spread reminds me most of Miltank, whose three best stats were Def, Spe, and HP (in that order). Generally though fast Miltank didn't do enough damage and Miltank's stats and ability thus lended themselves more to err, tanking. I actually like Miltank and it's good at what it does, but I was hoping to avoid a support mon this time.

101 is better than 96 ofc, and, personally, I don't think Attack is much of an issue, even at 80-ish you are better off with special attacks, especially because the special moves (Thunderbolt and Dragon Pulse) outweigh the physical ones (Thunderpunch and Dragon Claw).

Bulkier than Swampert, Celebi, Jirachi, Rotom formes, etc. but poses more of an offensive threat than my previous post.

HP: 172 EVs give it the 101 subs everyone wants. Gives it the bulk Rotom and Dusknoir wish they had.

Atk: Not winning any awards, but still able to be EVd well and be a surprise with the Volt Tackle that seems inevitable.

Def/SpD: Excellent and MIXED to throw out predictability. Also, no other pokemon have 103 in anything, which makes it special ; )

SpA: To pose an offensive threat when it needs to. Not epic, but still usable, and coupled with lower speed b/c this poke is mainly defensive.

Spe: To just outrun Swampert, non-Agility Empoleon, neutral no speed Tyranitar, and most ground-types that will come in to absorb T-Bolts. It actually outspeeds 25% of OU, which isn't terrible. I really just didn't want to encourage sweeping with this guy. That and it needs the defense stats more.

Here this is again, if anyone finds it useful:

I've compiled a quick list of things that will probably be switching in on a "moderately defensive electric/dragon" poke, which will be relevant when we finally do choose a spread:

Faster Dragons: Salamence, Flygon, Latias, Dragonite, Kingdra
  • can switch in on a non-damaging attack and lay down something fierce with LO Outrages and Draco Meteors. Some Latias and Dragonite will be able to survive a predicted Draco Meteor or Dragon Pulse and hit back hard. Our defensive dragon will never be outrunning these guys, so speed is not so important.
Ground Types: Swampert, Dugtrio, Gliscor, Hippowdon, etc.
  • can come in on an electric attack and almost always carry EQ (cause why not?). Fortunately, they tend to be slow and have negligible SpD, which is why I think our dragon should have higher SpA. There are four OU ground types that a base 61 Spe pokemon can't outrun: Flygon (w/ 2 SE STABs, so no point in staying in), Mamoswine (ice shard will negate speed even if it's raised), Gliscor, and Dugtrio. in order to outrun the next slowest ground-type, Gliscor, CAP 8 would need to run 96 speed or higher.
Steels w/ SE attacks
  • These guys are the only ones confident enough of coming in on a dragon attack and usually won't mind T-bolt too much. Some Bronzong have EQ, and Metagross almost always does (and outspeeds it). Lucario runs Ice Punch (or EQ) almost always and Jirachi some of the time. You will never see a Heatran without Earth Power and some have Dragon Pulse. Agility SubPetaya Empoleon runs Ice Beam, although it won't be switching in to T-bolts. Metagross, Lucario, and Heatran stand out as the most common and hardest-hitting steels, so they should get extra attention when considering defensive stats.

  • T-Tar and Snorlax can take hits like champs and often run EQ. Jolteon and Electivire absorb electric attacks and very often run HP Ice and EQ, respectively.

Actually Kitsunoh has 103 Atk (really, people sometimes forget this is CAP8 and not CAP1^^), but I see what you want to say. And BTW, nice stat spread. It's nice too see how it can withstand even supereffective hits without even maxing HP. The survival against CB Flygon Earthquake impressed me.

Just a minor nitpick: Dragon Pulse does almost the same damage of a supereffective HP Grass (90x1,5=135BP vs 70x2=140), so the HP Grass damage againt Hippowdon is kind of pointless. Moreover, the third attack CAP8 will run alongside STABs will probably be a Fire move to cover Steelix, Magnezone and (lol) Shedinja, or a Ground one to better kill Magnezone and leave Shedinja (if ever faced) to your Stealth Rock.

Oh yeah I forgot about Kitsunoh... alright then it would be the first with TWO 103 stats. Haha! And I threw in the HP Grass to show what this spread could be doing against the slow ground-types that I think will often switch in, which, turns out, isn't much unless it gets a SE grass or water attack more powerful than HP.
 
Gothic Togekiss, even though I usually don't like the mid-ground approach everyone is taking on making their stats, your build so far is actually very appealing. Personally, I would like to see more HP investment, and I'm even up for some sacrifice of speed to get that...but god knows, there are a ton of people who are going to want to disagree with me on that, haha, probably you included.
Well I don't necessarily disagree with you, but I don't want my spread to fall below 80 in speed. I could probably add more HP if I sacrifice [sp]defense.

Finally, it can outspeed Breloom and Metagross with 12 EV's, minimum speed Rotom, Suicune, and Celebi (not really important), and maximum Tyranitar with no EV's.

I'll do some damage calcs when I have time / when it's time for final submissions. From what I've checked so far though, a combo of Thunderbolt and Draco Meteor should let him counter a lot of sweepers.

These stats are left unchanged, and for a good reason. As you can see, this gives CAP8 a 'Very Good' score in Special Tankiness, which is good as it allows CAP8 to take hits from both sides of the spectrum. The 95Spe is also unchanged to prove that fast =/= not bulky. I mean look at Gliscor; it has 95Spe and it doesn't have any problems tanking.

84SAt

This is the stat that I didn't want to downgrade, but had no choice because of problems with staying under Excellence. But let me assure you, 84Atk IS usable. Hell, Duggy makes do with only 80Atk, albeit he also has a more powerful STAB move (Earthquake has 100BP), while this guy to make do with Thunder Bolt (95BP) and Dragon Pulse (90BP). Draco Meteor is also an option, as it has 140BP.

112Def

112Def is the absolute MAXIMUM defense I can give it with the amount of HP it has while still allowing Duggy to 2HKO it with EQ, not 75Def that I had in my last spread, 'cause at the time I made that spread, I forgot that Duggies usually come equipped with Life Orbs or Choice Bands. As I said at the time, I want him to be a check, and all Pokes make better checks when they're able to at least 2HKO their enemies or wall them to death (since Dugtrio's a revenge killer, he has to suffice on the former). On the plus side, this does allow CAP8 (with 252HP and 252Def EVs) to survive a DDDos's Earthquake before putting it out of its misery via an item boosted TBolt.

56Atk

I put the rest of the base stats into Atk, making this number 56. This is just to keep the biases in check, make sure this spread doesn't venture into Excellence territory and to keep the base stat total at 555, what I like to call the 'pseudo-limit' that no-one bar Deck Knight has gone above lately, 'cause there's no true limit in which CAP can make a base stat total.

Highlights

It has the health to make sure that it can make 101 Substitutes which can be very helpful. It also gives it more bulkiness it needs overall.

It can be use as a decent mixed attacker, able to attack on both sides. It leans more to Special Attack for obvious reasons such as using Thunderbolt/Dragon Pulse/Draco Meteor instead of ThunderPunch/Dragon Claw/Outrage.

Able to take more hits on the special side then the physical side, but is capable of being a mixed tank. Being more bulky on Special Defense allows it to come in more easily on common threats such as Heatran and Stratagem, while still maintaing the needed Defense.

A low Speed stat isn't going to hurt. Since it will most likely gain access to moves such as Discharge and Thunderwave, it shouldn't need such a large Speed stat. Not to mention that it may be getting Static as an ability as well. It can still be a decent mixed attacker and can become somewhat surprising with Choice Scarf, so making this have lower Speed can make it more surprising in terms of sweeping under Trick Room, outspeeding common counters and threats, etc.

110HP/101 SpD is because this thing will be switching into a lot of special attacks. With a double electric resist, a water resist, a fire resist, and a grass resist (and possibly a double fire resist should Thick Fat be its ability), it'll want to use its resistances to come in on special attacks. Steel attacks are mainly physical, so it has good enough defense to come in on Jirachi or Scizor, but it has no business coming in on Metagross that's not locked into a steel move.

On the offensive side, it's SpA is good enough to wield Thunderbolt or Draco Meteor effectively. Its Atk is poor, but could usee Outrage, Volt Tackle, Focus Punch, or Explosion if necessary (or if it gets them). 80 Speed lets it outspeed Arghonaut, who it can counter quite well this way.

EDIT: changed the spread around a bit, to match the "Mixed Special" P/S balance.

In the meantime, damage caculations! Calcs will be given for 252/0; Calm 252/188/70, which maximizes overall bulkiness; and Max/Max+

EDIT2: Added to sp. attack. it needs at least 94 base to OHKO 252/4 gyarados with no sp.A investment, so I decided to bump SpA up by 5. Bumped speed up to 80, to outspeed Arghonaut, to whom this Pokemon should serve as a counter. Lastly, added 5 to attack, to bring it to the round total of 555, and because I don't want the attack to be totally wasted. BSR is still within range.

Calculations now include CAP threats, specifically Stratagem, Arghonaut, Pyroak, and Kitsunoh. Also fixed the special attack calcs, as I accidentally used physical defense while running them, skewing them all downward.

This is another thing you should probably only switch in
using choiced resists.  That EQ will hit hard, and Shadowstrike's
def drop does not help matters.
That's about the extent of things you should be switching in on. It can pretty much take any unboosted SE attacks that aren't STAB, and non-SE attacks are generally 3HKOs when unboosted.
After a few considerations, I decided to tweak my spread once more. BST was increased to 555 and BSR to 406. I feel these are justifiable, as the 3 very common weaknesses this pokemon has hurt it a lot.

I also added calculations for CaP-specific threats. Rev, Syclant, and Fidget were not included, as CaP 8 does not resist their STABs, the latter 2 have STAB SE moves, and it can't do anything to Rev, anyways.

So, what do you guys think? Do I need more in offensive stats? How about defensive stats? Is the speed too much? Too little? Or do you think it should stay as-is?

Example Set: Defensive Support

I like all my spreads to have as much variety as possible while remaining good at each of the things they can do. The following is an example of a supportive set, with multiple damage calculations. I may add another set that displays more offensive capability, but essentially you know the offensive and defensive calcs already:

If you run Max SA treat it exactly as you would Salamence or Latias, with perhaps a few additional points at the margins.

Defensively this has the same HP/Defense and similar SpD to Hippowdon. If you are running Max HP/Defense with Bold simply apply types properly and add a little extra damage on the margins of the special side.

Movepool has not been decided yet, these are only to display what could be.

EVs: 240 HP / 72 Def / 140 SA / 56 Spe, Bold, Leftovers.

Stats: 417 HP / 140 Atk / 319 Defense / 295 SpA / 176 SpD / 210 Spe

Purpose: This set outspeeds the listed Agiligross, has good defensive capabilities but does not shirk offense. Paralyze an incoming threat and then nuke it, or Magnet Rise before a predicted Earthquake. You could also Light Screen before a predicted Ice Beam. Basically set up whatever would benefit your team best at the moment. This set will likely only utilize STAB attacks for offense. However, I will list a full arsenal of attacks with these EVs.

Summary: I think the numbers speak for themselves, but briefly: A lot of the metagame focuses on physically offensive pokemon with weaker/neglected special defensive stats. This spread takes full advantage of that tendency, forcing the opponent to try and use special walls to avert damage. With the capability to shrug off non-SE physical attacks and strike back with force, combined with what could potentially be very disruptive abilities makes this the best candidate for the Base Stats Submission.

HP: 105 / Atk: 80 / Def: 100 / SpA: 104 / SpD: 80 / Spe: 86 = BST: 555



A relatively balanced spread, I managed to hit most of the targets I wanted for each stat within the restraints of the style bias.


HP: 105 - At least 100 for, what it's worth, the ability to create 101 subs. That aside from the fact that is is a very healthy and manageable HP stat. The extra 5 points ensure that it drags the defenses up enough to create a ever so slight bias toward defense rather then offense over all.

ATK: 80 - A minimum of 80 is a personally requirement just to still make it usable with the likes of Outrage and Volt Tackle. It maintains a mixed quality as well.

DEF: 100 - A healthy 100 Defense along with a base 105 HP goes a long way. An obvious tendency towards physical defense on this spread since I feel it is in a greater need then special defense over all with what it has to contend with.

SpA - 104 - Highest of all it's stats, so that is can surely be capable of doing some thing decent with the amazing STAB options it's been granted.

SpD: 80 - Much lower by comparison to Defense, but incorporated still with a base 105 HP it's still more than sufficient. Especially with a little EV investment it'll shrug of most resisted attacks.

Spe: 86 - An appropriate speed tier to belong to. This is still fast by most standards here for a defensive poke, but nothing break neck. Sharing it's speed with the 'Rotom Appliances' it can comfortably out speed a vast majority of significant OU threats including; Gyarados, Heatran, Dragonite, Mamoswine, Togekiss and Metagross and all base 85's such as; Cresselia, Heracross, Kingdra and Suicune. But can never out pace neutral base 100's (max speed is 298, lol). So it's far from excessive.


I might include some damage calculations later on if need be. Though there already seem to be enough in this tread to make an educated judgement on things.

HP:100 is enough for 101 Substitutes

Atk: 80 lower than it's SpA, but after 1 Dragon Dance it would be devestating.

Def:100 allows it to take a few hits, and with at least 40 Evs,it should be able to survive at least 1 non-Boosted EQ.

SpA: 90 isn't super, but it can still hurt. With Nasty
plot it is a force to be reckoned with.

SpD: It can survive a non boosted Ice Beam or Earth Power with a few EVs, like before.

Spe:With a positive nature, 220 Evs, and a DD, it outspeeds DD Gyrados and almost Everything else.

I tried to get both of the build ratings of this pokemon right at the edge, simply because that's where I feel they are most needed. From this, it becomes about as defensive as it could be. For its attack, its physical is higher than its special since most of the art concepts look fairly physically inclined, though the difference is minimal at best. Because of this, its physical defence is far less substantial than its special defence. Its speed is not as high as other spreads simply because I think this concept wants defence more, and we've had plenty of fast dragons before.

HP 80: It's higher than Gliscor and he is a great physical wall.
Atk 60: Didn't want this thing using physical attacks cause all dragons use physical just a change of pace.
Def 125: The same as Gliscor(OU), Tangrowth(NU), and Omastar(UU). These are all great defensive walls in there tiers.
SpA 115: Wanted to make it able to do alittle sweeping. As a wall you don't want to invest to many EVs in to it(has a higher SpA than Vaporeon, Jolteon, and Salamence).
Spe 85: Wanted to make it as fast as Heracross(Great user of Choice Scarf) and Kingdra not too fast not too slow.

I'm looking for a damage calculator so if you have any suggestions tell me. Please
