This is wrong on two levels:
1) The Berry is consumed at the end of the holder's turn, not after everyone has taken its turn. That means a Pokémon can act and immediately eat its Sitrus Berry before any other Pokémon can move.
2) Turns are contained within steps, themselves contained within rounds. After every Pokémon had had its turn, the end of step effects happen.
