This set is pretty straightforward. With TG and the 3 moves listed, alongside the Water Z-Move, it breaks through everything on the list. (I think Blissey needs rocks up)
Surf is for the higher damage output compared to Scald; the burn nerf makes the extra power worth it. Psychic is to bust past Mega Venusaur and Toxapex; Mega Venusaur could eat Ice Beams and get its health back with giga drain, while Toxapex can eat the Z-Move and recover stall. Ice Beam smacks Tangrowth and Amoonguss, having a 56% chance to OHKO Calm Amoonguss after rocks, and doing a ton of damage to AV Tangrowth. The Water Z-Move can bust past everything else, OHKOing everything else on the list outside of Tapu Fini, Chansey / Blissey, and Primarina; Blissey is the only hard counter on the list and Chansey can be broken at +6, while Fini and Prim taje a lot from Psychic. Onto the lure part: Most people are gonna switch into Tangrowth, Amoonguss, or Tapu Fini on Manaphy as they're all blanket Water checks, and you can Tail Glow on the switch and smash right through them with the appropriate coverage move. Against everything else, just use the Water Z-Move and watch the mon die.
