Smogon -> PokeSav convertation?

So I recently decided to start playing pokemon again, but unlike before, I want to ev train and all that, except without breeding my pokemon and trying to catch a pokemon with the right nature and good IV's, so I just want to create a pokemon that has the right stats that are decent, (i also don't want it to be a perfect pokemon).

but my problem is is that I don't get how you read the stats on smogon. If say, I want a lucario with max stats possible, and I want to create it as a level 5 riolu, how would I read the stats?

please help. i dont want a crappy pokemon, but i dont want a really op pokemon either.
