If we go with this, I think Assault Vest could probably even take the first slash, as RegenVest is a very potent combo and Armaldo has the movepool that is very compatible with Assault Vest (mainly U-Turn, Knock Off, and Rapid Spin). I honestly am in love with Kabutops now. Now that it has access to Technician, U-turn, AND Bug Bite, I think that is becomes a lot better as a Pokemon.
A set that I thought of with Kabutops is:

Technician (obviously) boosts Aqua Jet and Bug Bite for Kabutops. The EVs are used to maximize Kabutops's Attack and Speed stats so that it can damage as hard as possible and outspeed as many Pokemon as possible. The Natures are interchangeable between Adamant and Jolly. Adamant makes Kabutops hit harder, but it means that Kabutops won't be as fast as it can be. Jolly means that Kabutops can't hit as hard, but it is recommended over Adamant, as it allows Kabutops to outspeed as many Pokemon as possible. Swords Dance is used to make up for Jolly nature over Adamant (and then some). U-turn allows Kabutops to gain momentum against the opposing team. Aqua Jet and Bug Bite are used to allow Kabutops to hit as hard as possible when used in tandem with Technician, STAB, and +2 Attack thanks to Swords Dance.
