Togepi's typing and good defensive stats may seem appealing, but there is little that differentiates it from Spritzee. It's only saving grace is its access to a single-turn recovery move as well as Fire Blast, which lets it hit Steel-types like Ferroseed, but unless your team is extremely weak to these Pokemon, Spritzee will always be a better choice thanks to its better stats and ability to act as a Wish-passer.

Togepi should aim to switch into Fighting- and Dark-types like Mienfoo, Timburr, and Vullaby and take advantage of the free turn. Fire Blast is the only thing that differentiates it from Spritzee, and it allows Togepi to hit Steel-types such as Pawniard for some damage. If Steel-types aren't a huge issue, however, Nasty Plot Spritzee is a better choice on any team.
