Knock Off allows Tornadus to weaken its typical switch-ins such as Raikou, Assault Vest Reuniclus, and Registeel by removing their items. I think Heat Wave is worth a slash in the 4th slot of the first set over Defog. Having no way to hit Steels outside of Knock Off is sketchy imo and there’s a number of good targets: Metagross, Klefki, Registeel. Defog seems way more niche and something you would only be able to use once anyway. Leave it as a moves mention. I’d also change the nature to naive to boost Knock and U-turn damage. Tornadus doesn’t really switch in on special attackers so it wouldn’t matter too much, whereas the extra damage against switch-ins like Raikou makes wearing them down a bit easier.

I added a Focus Blast slash on Nasty Plot. Grass Knot is pretty worthless on rain because you can just Weather Ball / Hurricane those targets so you get an extra moveslot. If anyone disagrees with the last slot let me know.
